INVENTÁRIO DE REMOS CAIÇARAS
As fotos a seguir documentam uma coleção de Remos Caiçaras juntados entre 1993 e 2011.
O primeiro par, feito da madeira Guacá, foi adquirido do Mestre Benedito Barbosa, mais conhecido como Baeco em 1993 lá no Ubatumirim, Ubatuba. Foto abaixo: Peter Santos Nemeth
Depois disso só fui adquirir outros remos por volta do ano de 2008, quando encomendei mais 2 remos com o Mestre Dito Costa, morador ilhéu da Vitória, Ilhabela. São dois exemplares, um de Guacá e outro de Canelinha da amarela. Mais tarde, por volta do ano 2009, aproveitei um tronco morto de Goiabeira, isso mesmo, Goiabeira da vermelha que secou aqui em casa, e encomendei com o Dito Costa outro remo. Em 2009, nas minhas andanças com o Élvio Damásio pela Praia do Cambury no Norte de Ubatuba, encontrei o Mestre Maximiliano e encomendei outro par de remos de Guacá.
Mais ou menos na mesma época encomendei 3 remos com o Mestre Zeca Moisés, morador do Sertãozinho da Boa Esperança, lá no Prumirim. Tenho inclusive publicada uma reprodução de um texto do Mestre Julinho Mendes, muito bem elaborado, onde ele descreve tecnicamente a "esculturação" do Remo Caiçara.

Tenho um remo também, feito pelo saudoso Mestre Josias de Matos, do Toque Toque Pequeno, São Sebastião. Este remo foi encomendado por volta de 2010. Foi feito de Canelinha da amarela, no entanto, como disse o próprio Mestre quando fui buscar, "achei que você quisesse um remo de enfeite, não um remo pra usar!" Na verdade a única diferença do "remo de enfeite" que ele fez, é que tem um nó (defeito) bem na parte do cabo que recebe mais carga durante a remada, tornando-o mais frágil e fácil de quebrar. O acabamento também ficou um pouco mais grosseiro também, mas todas as linhas do feitio do Mestre Josias estão nele. Foto abaixo: Peter Santos Németh. Seu Josias me entregando o remo.
Tenho um outro remo de Canelinha da amarela, que quem retirou o corte foi o Mestre Pedro Costa, irmão do Mestre Dito da Vitória. Mas quem esculpiu o remo foi o pescador Olimpio de Jesus, (Chico Parú) lá da Praia da Enseada.
Restaram alguns remos os quais ganhei e não conheço o Mestre que os construiu.
Um foi adquirido pelo meu sogro Roberto Prochaska no Mercado de Peixes de Ubatuba, na loja do Pato Louco por volta de 2011. Disse ele à época que era uma senhora do norte de Ubatuba quem o fez, não tenho certeza disso.
Tenho também uma pá de remo que pertenceu ao Mestre Higino da Praia da Barra Seca. Era de um remo "famoso", no qual ele gravou o nome "GINO" com uma colher em brasa e usava nas Corridas de Canoa, esculpido lá no Saco do Mamanguá, Paraty, em Caixeta. Esses remos do Mamanguá foram por alguns anos vendidos numa loja náutica do centro de Ubatuba, eram extremamente leves e com uma pá enorme muito bem esculpida, linda.
Outro remo que desconheço o escultor é um remo pintado de verde, que ganhei do Mestre Antenor dos Santos, bem usado por ele na Praia da Enseada.
Fora estes tenho várias pás de remos quebrados que a maré jogava no lagamar da Praia da Enseada ou na costeira que fui juntando ao longo do tempo como um registro da árdua faina pesqueira.

1.Walter
Alves de Lima nasceu em Prelado-Juréia, Iguape em 1947 (71 anos). Para ele, a
construção de canoa caiçara é uma arte transmitida de pai para filho. Seu pai
já construía canoas grandes para o transporte de arroz. O irmão e seu filho
também fazem canoa. Ele começou a ajudar pai quando era criança, com 7 anos.
Até os 12 anos seu pai explicava para ele as técnicas da construção mas com 12
anos ajudava o pai sem pedir explicações pois já tinha aprendido e trabalhava
só.
2.As
madeiras mais usadas eram o guanandi, a timbuva e o cedro, esta mais rara na
região.
3. A
escolha da árvore era fundamental dependendo do tamanho e da largura da canoa
que se quer construir e da disponibilidade de tronco suficiente para o que se
quer. Um critério importante para a escolha da arvore era sua posição ao sol (nascente
ou poente).
4.Processo
de construção: o básico era o processo de mutirão pelo qual parentes e
conhecidos ajudavam a derrubar e depois transportar o tronco para o rancho onde
era feito o acabamento.
O
inicio era o desbaste da madeira na parte inferior da canoa que se encontrava
virada para cima. Aí se empregavam três linhas de proa à popa e faziam as
patilhas (popa e proa).
Depois
desviravam o tronco para fazer a parte de dentro, usando inicialmente machado
para desbastar a madeira e depois o enxó e plaina para acabamento. No bojo de
cima usavam duas linhas. Mas, segundo Walter Lima, o “importante é o mestre ter
as linhas nos olhos e isso só se consegue com a experiência”.
Para
acertar espessura fazem-se três furos no fundo da canoa.
5.Uso de v ela. Quando criança ele ainda viu o uso de vela
na canoa caiçara. Seu uso foi desaparecendo com o uso do motor de popa e depois
motor de centro.
6.Outros mestres canoeiros do lugar: Adelson, seu primo e
Odilo Mendonça.
7.Uso da canoa: além do uso na pesca e transporte de
mercadoria e pessoas a canoa era usada no transporte dos integrantes dos grupos
do Reisado, no período do Natal e do Divino, na Festa do Espírito Santo. Seu
Walter ainda toca rabeca na festa de Reis e seu filho Ordilei constrói rabecas
e ensina a construí-las na Ilha Comprida.

For the Caiçaras, environmental laws in Brazil at odds with tradition
Top-down policies to protect the Atlantic Forest are threatening the existence of the Caiçaras, a traditional community that extends over coastal Brazil.

Parallel to the coast and the mountain range, , the BR-101 roadway leaves magnificent beaches on one side and thick, dense vegetation on the other. In this scenario of sea and forest, an early mix of European settlers, Africans slaves and indigenous people gave place to a population known as the Caiçaras, who until recently lived here in relative isolation, subsisting on fishing and farming. Things started to change in the 1970’s with the opening of the BR-101, which paved the way for the arrival of mass tourism and real estate speculators.
During the early days, many Caiçaras were expelled from their lands or forced to sell them on the cheap.
Since then, the human impact on the region has rapidly increased, and in the last decades new regulations have been created to protect the region’s impressive biodiversity. However, the creation of these new protected areas did not take into account the particularities of the people who lived there.
Juninho Caiçara, a member of the Traditional Communities Forum and Caiçara activist, illustrates this with an example involving the traditional itinerant agriculture that was practiced in the region. In this type of agriculture, a plot of land is planted for a few years and when the soil is exhausted the farmer moves into another area, leaving the plot to restore its natural vegetation. However, according to environmental regulations, native vegetation cannot be cleared.
“The only way to keep the land for agriculture is by keeping it clear,” says Juninho. “But if you do that, the soil doesn’t recover. It’s an anti-ecological law!”
Juninho stresses that this kind of agriculture is very similar to agroforestry, with different types of plants, roots and trees in the same plot. “If you see it at a distance you may think is just another patch of forest,” he explained.
A similar problem affects the construction of the Caiçara traditional canoes, which they use on their fishing expeditions. Their unique design evolved from the original Tupinambá canoe as it incorporated elements from European cultures. The canoes and the way they are crafted are in the process of being certified as part of the Intangible Cultural Heritage of Brazilian culture. However, getting the wood needed to build the canoes is becoming increasingly harder.
“When we build a canoe, we use an old tree whose offspring are under the canopy, waiting to see the light and become what the old tree was,” explains Juninho. “These are trees that have completed their life cycle, that have fed many animals, that have fertilized the soil. Sometimes they are about to die and sometimes they are already dead.”
Juninho learned how to build canoes from his father and grandfather, and he is now passing on that knowledge to his son. Access to the tradition for the next generation is shaky, though.
But according to many Caiçaras, getting permission to use the wood, even if the tree has fallen by natural means, is a bureaucratic nightmare.
“There is not a real management, there is no zoning,” Begossi said. “The only thing we have are prohibitions,” Begossi said.
Some of these restrictions and regulations that affect the planting of cassava (Manihot esculenta), a plant whose tuber is a staple in Brazilian diet. Research has shown that the Caiçara management is responsible for the development of about 50 different cassava strains. This diversity is a safeguard for farmers, as it provides them with different breeds to choose to face changing environmental conditions.
“When an environmental agency comes, and without a word simply prohibits planting cassava, it is not only impacting the food of a low-income population, it is also affecting [the region’s] biological diversity,” says Begossi.
“This land contains what is left of the Atlantic Forest. If we didn’t know how to manage it, it wouldn’t be there,” reasons Juninho. “This is where the colonization of Brazil started.”
By having their way of life hampered, Caiçaras feel their own cultural existence is being threatened. Mario Gato, director of the Caiçara Museum of Ubatuba, points out that many of the traditional words with which Caiçaras described their natural world are rapidly disappearing.
“Instead of ‘caraguatá’, we are now told we have to say ‘bromélia’ [bromeliad]. And instead of ‘pitosaci’ they say we have to say ‘libélula’ [dragonfly]. These are foreign words to us,” Gato says.
Words such as these – some of Tupi origin, others with roots in Africa or Europe – reflect the mixed origin of the Caiçaras and their traditions. In fact, adopting and adapting elements from other cultures is one of their most salient features. For example, the Caiçara traditional music, called fandango, takes its name – and probably its origin – from a Spanish and Portuguese dance, but has evolved into something different and unique.
Teixeira’s story was related by Betum, another fisherman from the region who also runs a bar in the beautiful beach of Prumirim, 12 miles (20 km) from the center of Ubatuba, in the state of São Paulo.
“If they keep this way, in 20 years there won’t be anything left from our tradition,” Betum said.
The equipment used by Teixeira and other fishermen to catch their fish is a trap called ‘floating fence’, which was introduced in the region a century ago by Japanese immigrants.
In the last years, Gato and other Caiçaras have strengthened their ties to protect what is left of their tradition, and they regularly organize events to promote the Caiçara culture. Through organizations such as the Traditional Communities Forum, they are expanding their presence in the political arena, and increasing their agency in the negotiations of the issues that concern them.
“There is no environmental protection if there is not a socio-environmental approach,” Juninho says. “Traditional communities, with their ancestral practices, are a guarantee of environmental conservation.”
Begossi also believes that Caiçara populations could play an important role in the preservation of the region’s biodiversity. She has previously suggested that artisanal fishermen – such as Teixeira and Betum – could have exclusive rights for fishing in some places in exchange for tasks such as monitoring fish stocks. The fishermen could also receive payments for ecosystem services as a compensation for not fishing during specific periods.
But things don’t need to be created from scratch and there are already some success examples of peaceful and fruitful coexistence of traditional population in protected areas in Brazil. Begossi cites the Sustainable Development Reserve of Mamirauá, in the Amazon basin, were local populations, scientists and the government joined efforts to ensure that everyone’s best interests were considered in the creation of the reserve. According to her, a similar model could be followed in the Caiçara territory.
“What’s surprising is how remote places in the Amazon have ended up being much more successful in terms of conservation and community organization than the Caiçaras, who are between Rio and São Paulo,” Begossi said. “It’s unbelievable.”
The department in charge of the protected areas of the State of São Paulo, the Forest Foundation, answered our queries by e-mail. They stressed that the environmental laws exist “to guarantee the protection of natural resources, such as drinking water, biodiversity, dynamic balance and the slope stability, among others.”
About the difficulties faced by the Caiçaras to find wood for their canoes, the Forest Foundation states that the government is “working on the creation of a new regulation to simplify the procedures to obtain woods for the specific purpose of building canoes.”
Regarding the shifting agriculture, they note that “there are different laws that affect the native vegetation and protected areas, and all of them include the possibility of use as well as restrictions. The resolution SMA 27/2010, for example, establishes procedures and simplifies the licensing.”
That same resolution also applies to the cassava plantations. In this regard, according to the agency, “There are no prohibitions, but regulations. Traditional communities can plant, as long as they fulfill the requirements of the SMA 27/2010.”
Finally, the Forest Foundation states that they support the use of floating fences for fishing, describing them as a “sustainable art of fishing.” According to the them, “there are dozens of fences in the North Coast, whose activity is regulated by the Forest Foundation through the Marine Environment Protection Area of the North Coast.”
However, the note states that in the specific case of Anchieta Island, a federal legislation prohibits all fishing in the area, except for scientific purposes. The restriction is related to the area’s status as a marine protected area .

- UBATUBA, Brazil – A strip of land in southeast Brazil that straddles the space between the mountain range of Serra do Mar and the Atlantic Ocean is arguably one of the most beautiful places in the country. Covered by exuberant Atlantic Forest, the area is also a hotspot for biodiversity. To demonstrate it, locals often leave small pieces of papaya or watermelon in plates hanging from trees. It doesn’t take long before colorful birds show up. About half of all bird types in Brazil are found in the Atlantic Forest, accounting for almost 900 species.

Alpina Begossi is a researcher from the University of Campinas who has been studying Caiçara populations for more than 30 years. Begossi says that top-down policies and authoritarian decisions are to blame for the current predicament.“There is not a real management, there is no zoning,” Begossi said. “The only thing we have are prohibitions,” Begossi said.

Joel Teixeira had been fishing in the vicinity of Anchieta Island for more than 40 years, when suddenly one day he was told he could not do it anymore. That same week, Teixeira appealed to the courts and a judge ruled in his favor, giving him permission to continue his activity. The judge considered that, since Teixeira was an artisanal fisherman who relied on fishing for his subsistence, the prohibition could cause him “losses difficult to repair.” Despite this, just a few days later, Teixeira’s fishing gear was seized and he now faces charges for fishing in an environmentally protected area.Teixeira’s story was related by Betum, another fisherman from the region who also runs a bar in the beautiful beach of Prumirim, 12 miles (20 km) from the center of Ubatuba, in the state of São Paulo.

The other side
Environmental regulations depend on different administrative spheres. We contacted by e-mail the Secretariat of Extractivism and Rural Sustainable Development from the Ministry of the Environment, but didn’t obtain a reply.The department in charge of the protected areas of the State of São Paulo, the Forest Foundation, answered our queries by e-mail. They stressed that the environmental laws exist “to guarantee the protection of natural resources, such as drinking water, biodiversity, dynamic balance and the slope stability, among others.”

MAPA DA CANOA CAIÇARA
Apresentamos o Mapa Colaborativo da Canoa Caiçara (CLIQUE AQUI PARA ACESSAR).
A Canoa Caiçara, como toda embarcação tradicional, é expressão material da inventividade e personalidade cultural da comunidade que a produziu. Para construir uma Canoa Caiçara é preciso dominar um sofisticado sistema de saberes associados às artes da pesca, navegação e carpintaria naval, modeladas ao longo de gerações especialmente para as condições náuticas locais, com a matéria prima disponível e adaptada aos usos e necessidades sociais específicas de um território.

Apesar das características comuns a todas as comunidades caiçaras, existem variações culturais importantes entre o litoral sul do Rio de Janeiro, norte de São Paulo e sul de São Paulo e Paraná que se explicam pelos tipos e graus de inserção nas economias regionais e pela contribuição, em grau variado, das diversas matrizes culturais. Essas diferenças se refletem, por exemplo, nos tipos de embarcações usadas e que se distinguem pela função e tipo de ambiente em que são utilizadas (mar, estuário, rios) bem como pelo diferente aporte de outras culturas (como a baleeira trazida pelos catarinenses açorianos) vizinhas como a caipira e a açoriana". O registro do Complexo Cultural da Canoa Caiçara deve portanto abranger as diferentes dimensões de seu papel na cultura local, os múltiplos saberes artesanais envolvidos em sua construção e uso, assim como o universo simbólico - festas, lendas, lugares de uso e de memória -, que a envolve.
Acreditamos que o reconhecimento institucional, pelo Estado brasileiro, da cultura Caiçara, é instrumento fundamental para a garantia de direitos constitucionais reservados aos grupos e comunidades tradicionais. Assim contribuindo para a formulação de políticas públicas de planejamento territorial, ambiental e fundiário, em um projeto de desenvolvimento que abrigue os produtores e detentores desta importante e ameaçada parcela da cultura nacional.

A Canoa Caiçara, como toda embarcação tradicional, é expressão material da inventividade e personalidade cultural da comunidade que a produziu. Para construir uma Canoa Caiçara é preciso dominar um sofisticado sistema de saberes associados às artes da pesca, navegação e carpintaria naval, modeladas ao longo de gerações especialmente para as condições náuticas locais, com a matéria prima disponível e adaptada aos usos e necessidades sociais específicas de um território.
